In confirmation of my telegram of the 8th.
March, I have the honour to transmit the enclosed copy of a letter
from the Chairman of the Hongkong General Chamber of Commerce,
dated the 7th. March and to state that the Registrar of Trade Marks
also advised that the revised counter-draft should be placed before
the Government of Japan with the omission of Article 4, which
should not be inserted unless the Japanese Government press for it.
